A June 2013 report, To Protect and Prevent: Outcomes of a Global Dialogue to Counter Terrorist Abuse of the Nonprofit Sector is the product of a multi-year project led by the United Nations that brought together key stakeholders in civil society and government with the aim of developing more effective recommendations for government creating anti-terrorist financing laws that impact nonprofits. Published by the Center on Global Counterterrorism Cooperation, the report addresses the key principles of risk and proportionality in government response to the issue, the importance of building relationships between stakeholders, including nonprofits and governments, and makes recommendations for means of exercising oversight and investigation abuse. It notes that opportunities for ongoing dialog are an important component of future, successful engagement in this area.
