In February 2017, the Global NPO Coalition on FATF, learned that it will for the first time have seats on the Financial Action Task Force’s (FATF) Private Consultative Forum (PCF). The PCF is an annual meeting, hosted by FATF, in which it discusses issues affecting nongovernmental entities subject to anti-money laundering and counter-terrorism financing obligations. This development signals a key victory in the Global Coalition’s advocacy with FATF, assuring that the Global Coalition will now have a voice in these important meetings. The Charity & Security Network is a co-chair of the coalition.

According to FATF, these meetings allow the multilateral body to “learn more about the private sector perspective of certain AML/CFT requirements, while the private sector can use this forum to raise issues with the FATF.”

Although the nonprofit sector two years ago secured a commitment from FATF to engage in regular dialogue, until now the coalition has never been invited to formally participate in the PCF, despite the fact that these meetings regularly discuss issues directly impacting nonprofit organizations NPOs.

These four coalition seats will be held by one co-chair of the Global Coalition, an NPO legal expert, one service delivery/humanitarian assistance organization, and a representative of philanthropy/grantmaking. Over the next two years, those slots will be filled by the Human Security Collective, the International Center for Not-for-Profit Law, the Norwegian Refugee Council, and the European Foundation Centre on behalf of Worldwide Initiative for Grantmaker Support.

The next PCF will be held in mid-March in Vienna and will include one full day of workshops around NPOs.
